California State University Tobacco Use Policies

The California State University (CSU) Board of Trustees has delegated authority to presidents and the chancellor to adopt rules regarding regulation of secondhand smoking to all individuals, including members of the public.  In February 2013, CSU Office of the Chancellor announced its plans to make the 23 campus system 100% smoke/tobacco-free. The announcement was released in response to the CSU Academic Senate’s January resolution supporting a 100% tobacco-free systemwide policy.  No date has been set on when the system will go tobacco-free; however, the Chancellor has appointed a special taskforce to move the policy agenda forward.

College Policy Type Policy Description
Bakersfield Designated Areas Smoking is permissible only in the 21 designated areas. Smoking is specifically prohibited in all state buildings, state owned leased or rented vehicles, enclosed areas such as buildings, courtyards, and breezeways & within 20 feet of building entrances. Smoking is also prohibited at the Children's Center, Student Health Center, Student Recreation Center, Student Union, Runner Cafe patio areas, Science III Outdoor Patio, athletic fields, and bleachers. Tobacco-related advertising is prohibited in the college newspaper.
Channel Islands 50-ft. Perimeter Smoking is prohibited in all CSU Channel Islands work locations, meeting, conference, classrooms and student designated buildings including housing. Designated smoking areas are those areas that exceed 50 feet beyond any inhabited structure on the campus including bus stops and outdoor dining areas. The sale of tobacco is prohibited on campus. Tobacco advertising and sponsorship of campus events and activities is prohibited.
Chico 25-Ft. Perimeter Smoking is prohibited in all university facilities and within 25 feet of building doorways, windows, breezeways, and awnings. This policy includes residence halls.
Dominguez Hills 25-Ft. Perimeter Smoking is prohibited within 25 feet of an exit, entrance, or operable window of any campus building.
East Bay 20-Ft. Perimeter Smoking is prohibited in all buildings on campus. Smoking will not be permitted within 20 feet of doorways and ground level air intake structures.
Fresno Designated Areas Smoking and the use of electronic smoking devices are prohibited on campus with the exception of 22 designated smoking areas. The use of smokeless tobacco is strongly discouraged. The campus prohibits the sale of tobacco products. Vendors or event sponsors are prohibited from distributing free samples of tobacco products. Advertising and event sponsorship by tobacco companies is strongly discouraged.
Fullerton 100% Smoke-Free Effective August 1, 2013, smoking is prohibited in all interior and exterior campus areas and locations. Smoking is defined as inhaling, exhaling, burning, or carrying a lighted cigarette, cigar, pipe, or other lighted smoking product, including electronic cigarettes. The sale or distribution of any tobacco product, including smokeless tobacco products, is also prohibited. Additionally, sponsorship of a university activity or event by a tobacco product manufacturer is prohibited unless explicitly authorized in writing by the university president or designee.
Humboldt Designated Areas Smoking is prohibited in all HSU buildings and state-owned vehicles, and on campus property except in specific, designated outside locations. The sale of smoking material is prohibited on any Humboldt State University properties. Sponsorship of athletic, intramural, and other University events by tobacco companies or distributors is not allowed when those companies’ advertisement of the tobacco products is required in return. This policy does not preclude the underwriting of events by these companies.
Long Beach 100% Tobacco-Free Smoking and the use of all tobacco products, including e-cigarettes, are prohibited on campus.
Los Angeles 25-Ft. Perimeter Smoking is prohibited within 25 feet of an outside entrance to a building, building opening (window, door, etc.), or mechanical ventilation system air-intake. Smoking is prohibited in designated outdoor non-smoking areas (described in Appendix 8.1).
Maritime Academy Designated Areas Smoking is prohibited throughout the campus, including in vehicles used for official business and in spaces used for off-campus activities, except in areas specifically designated for smoking.
Monterey Bay 25-Ft. Perimeter Smoking is prohibited in outdoor areas within 25 feet of a main exit, entrance, or operable window of a public building. The use of e-cigarettes is also prohibited in areas where smoking is not allowed.
Northridge 100% Tobacco-Free Smoking and the use of tobacco products, including electronic smoking devices, are prohibited on all areas of campus.
Pomona 25-Ft. Perimeter Smoking is prohibited inside and 25 feet from all University and auxiliary organization facilities and in all vehicles owned or maintained by the University and auxiliary organizations. Sponsorship of any University activity or event by tobacco product manufacturers and/or the marketing or advertising of tobacco products on the campus is prohibited. The University prohibits the sale of tobacco products and requests and recommends that the University's auxiliary organizations establish and maintain a policy that prohibits the sale of tobacco products on the University campus. The use of e-cigarettes is also prohibited in areas where smoking is not allowed.
Sacramento 20-Ft. Perimeter Smoking is prohibited in all university buildings and leased space; state/university-owned vehicles; within 20 feet of doorways and ground level air intake structures; on major walkways; and within stadium seating areas. The sale of tobacco is prohibited on campus. The President has signed a directive to make the University 100% tobacco-free.
San Bernardino Designated Areas Tobacco use and smoking are prohibited on all CSUSB property and all indoor and outdoor spaces with the exception of designated smoking areas. The use of e-cigarettes is also prohibited in areas where smoking is not allowed.
San Diego 100% Tobacco-Free Smoking and the use of tobacco is prohibited in all indoor and outdoor areas of campus including parking lots. Smoking is defined as inhaling, exhaling, burning, or carrying a lighted or vapor-producing tobacco product. The distribution of free samples of tobacco products, tobacco-related advertising, and sponsorship of college events is prohibited.
San Francisco Designated Areas Smoking and the use of electronic smoking devices are prohibited on campus with the exception of designated areas. The sale of tobacco is prohibited on campus.
San Jose 100% Tobacco-Free Smoking and the use of tobacco products, including electronic smoking devices, are prohibited on all areas of campus.
San Luis Obispo Designated Areas Smoking shall be permitted in designated areas only within the instructional campus core and in the residential community. These areas shall be identified with ash cans and waste receptacles related to tobacco shall be placed in these areas. No smoking shall be permitted while walking outside of a designated area. For areas outside the campus core (i.e., agricultural lands, etc.) smoking shall take place at least 20 feet from any building doors, windows, or air intakes. The use of e-cigarettes is also prohibited in areas where smoking is not allowed.
San Marcos Designated Areas Smoking is limited to designated outside locations. These locations comply with State of California law requiring a minimum of 20 feet distance from any public building entrances, exits, and all operable windows. The use of e-cigarettes is also prohibited in areas where smoking is not allowed.
Sonoma 100% Tobacco-Free Smoking and other uses of tobacco products, including e-cigarettes are prohibited on campus as well as at off campus sites under University ownership or control, and in vehicles owned, leased, or rented by the University.
Stanislaus 30-Ft. Perimeter Smoking is prohibited within 30 feet of all campus buildings. Smoking is also prohibited at outdoor public events where people are seated in close proximity to one another. This prohibition applies to outdoor concerts, sporting events, and celebrations like Commencement. The sale of tobacco is prohibited on campus. Tobacco-related advertising and sponsorship is prohibited on campus. Funding from any tobacco manufacturing company for any department, program, or function of CSU Stanislaus is prohibited (including but not limited to academic and athletic scholarships, research grants and sponsorship, and capital improvement funds).
